I therefore request your authority to allow

the amount to remain as an advance from the Trade Loan without interest until the political situation is clearer. If conditions improva I hope the sum will be repaid; but should it never be repaid I trust that the profits on the Trade Loan account, when the accounts are finally settled will be more than sufficient to cover the loss.
